Environmental Impact Statement

When experts were needed to prepare the high-visibility Yucca Mountain repository environmental impact statement (EIS) in compliance with the National Environmental Policy Act (NEPA), Dade Moeller, an NV5 Company,* was sought out to:

  • Serve as technical chapter leads, lead analysts, and key contributors in areas of short-term environmental impacts, impacts of the no-action alternative (out to 10,000 years post-closure), cumulative impacts, air quality, socioeconomics, land use, health & safety, and accidents
  • Support public hearings, comment response preparation and review, and overall NEPA analysis review

Dade Moeller/NV5* received commendation letters from the Department of Energy recognizing our excellent work on the environmental impact statement.

Office of Repository Development

When Booz Allen Hamilton was selected as a support contractor for the DOE Office of Repository Development to help reduce costs, reduce uncertainty in the scientific parameters, and improve safety margins and operational performance of the proposed repository, it relied on Dade Moeller, an NV5 Company* to:

Evaluation of potential access road
  • Prepare the MARSSIM characterization survey plan
  • Develop the data quality objectives (DQOs) for the radiological survey to provide assurance that radiological contamination did not exist in the access road corridor
  • Provide detailed cost-benefit analysis to determine the most cost-effective and technically sound survey method
Radiation protection program assessment
  • Review documentation, inspect records, interview staff, make observations in the field, and participate in daily briefings  
  • Provide conditions and issues for discussion with contractor staff as part of official closeout meeting
Occupational radon protection program review
  • Review historical concentration and dosimetry data
  • Evaluate radon protection procedures
  • Perform risk assessment of potential risks from deposited radon progeny
  • Co-author DOE report documenting the results of the program review
Biosphere modeling review
  • Evaluate the equations, parameter values, approach, and documentation of the biosphere modeling conducted for the near-surface environment at Yucca Mountain and for potentially exposed population in the Amargosa Valley
  • Participate in performance-based quality assurance audits of selected biosphere model reports
Emergency management planning
  • Develop the overall emergency management strategy and hierarchy of plans and procedures to address: NRC requirements for the repository license application; DOE emergency management orders and guides; the National Incident Management System (NIMS); and the National Response Plan (NRP)
10 CFR 851 Implementation
  • Provide technical and leadership support across the full breadth of DOE’s effort, including program reviews; gap analyses; strategy development; development of environment, safety & health systems, tools and programs; development of contracting guidelines and resources; stakeholder coordination; progress tracking; and development of briefing materials for DOE OCRWM [Office of Civilian Radioactive Waste Management] senior management

Science & Technology Initiative

When the DOE Office of Civilian Radioactive Waste Management (OCRWM) Science and Technology Initiative needed support researching and analyzing emerging issues, it relied on Dade Moeller, an NV5 Company,* to:

  • Prepare a report on regulatory guidance on dose criteria for the repository (published in Health Physics Society Journal in May 2005: “Standards for the Proposed Yucca Mountain Repository – A Review and Evaluation”)
  • Prepare a detailed evaluation and analysis of the role of stable iodine in placing an upper bound on doses due to the ingestion of iodine-129
  • Support repository materials testing and performance
  • Develop coordinated research with the Defense Advanced Research Projects Agency (DARPA) on coatings for storage canisters
  • Analyze and review corrosion and materials-performance issues
  • Review research proposals
